Purpose

This report summarises the statutory Traffic Management Order (TMO) consultation undertaken between 20 November 2025 and 12 December 2025 on proposals to implement additional permanent Healthy School Street changes as part of the Belsize Lane & Lyndhurst Gardens Healthy School Street scheme. The report notes that the vast majority of responses to the Traffic Management Order consultation were positive about the proposals, and outlines the objections received during the consultation, officer responses to those objections, and makes a recommendation for the decision maker’s consideration.

• Installation of a zebra crossing on Lyndhurst Road, near the junction with Lyndhurst Gardens

• Installation of School Keep Clear markings outside St Christopher’s School on Belsize Lane

• Removal of kerbside parking provision required to accommodate these measures, including paid-for parking and permit holder parking

• Upgrade of single yellow line waiting restrictions to double yellow lines

• Removal of parking within 10 metres of junctions in line with the Council’s Junction Protection Programme

This report is submitted to the Chief Engineer, following consultation with the Cabinet Member for Planning and a Sustainable Camden, because the approved Decision Report delegated authority to the Chief Engineer to take any further decisions required for these schemes, including consideration of objections to Traffic Management Orders (where required), detailed design, implementation, and compliance with statutory requirements.

Decision

THAT, following consultation with the Cabinet Member for Planning and a Sustainable Camden, and having considered the Traffic Management Orders (TMO) proposals in relation to the objective set out in the Camden Transport Strategy (CTS), the TMO consultation responses received and having had due regard to the needs set out in Section 149 of the Equality Act 2010, the making of the TMO for Belsize Lane & Lyndhurst Gardens Healthy School Street: Permanent Proposals (Zebra Crossing & School Keep Clears zig-zags) be approved, as per the TMO consultation undertaken between 20 November 2025 and 12 December 2025.
