Purpose

To consider the procurement strategy for a new joint children’s community framework with Islington Borough Council which Camden is the lead Borough from 1 April 2027.

Decision

RESOLVED –

THAT, having considered the results of the equalities impact assessment at Appendix 1 and having due regard to the obligations set out in section 149 of the Equality Act 2010:

(i)                 The introduction of new service delivery model of a Children’s Community Framework procured jointly with London Borough of Islington (LBI) be approved;

(ii)                The procurement strategy, which includes a price/quality split of 40% price, 60% quality (of which includes 10% for social value) for a contract term of eight (8) years for the framework with a total potential value of up to £45m across Camden and Islington Councils, be approved;

(iii)              Authority be delegated to the Executive Director Children and Learning to finalise the terms of and provide approval to enter into, extend and/or vary a Collaboration Agreement with Islington Council; and

(iv)             Authority to award the contract be delegated to the Executive Director Children and Learning, following consultation with the Cabinet Member for Best Start in Life.
