Purpose

This report sets out a proposed approach for the commissioning of apprenticeship training providers to train Camden staff and new recruits, including staff on Camden contracts in community schools and the North London Waste Authority.

Currently Apprenticeship Training is either procured through an existing Council framework procured in 2022 or by following a Request for Quotation process, however, the current framework has limited flexibility, slowed delivery and constrains our ability to respond to changing service needs and market developments. The new approach will allow us to design requirements that are more closely aligned to current priorities, drive better value for money and encourage wider market participation, including Small and medium-sized enterprises (SMEs) and new entrants who may be excluded by framework structures.

The new approach is to procure a series of individual training contracts through proportionate routes to market based on individual contract value. It is expected that the contracts will be below the Light Touch Regime threshold, therefore officers are proposing to procure these contracts through a Request for Quotation (RFQ) process.

Training requirements that fall above the threshold will be procured through a compliant competitive tender process, following the Contract Standing Orders. This approach provides flexibility, supports timely delivery and ensures the level of procurement effort is aligned to risk and value. Training requirements that fall below the value of £45,000 will be procured either through a Request for Quotation (RFQ) Process or Direct Award via an external framework provider to enable quick, efficient access to providers and reduce administrative burden.

The total estimated spend over a three-year period is £1.7 million, equating to an average annual spend of approximately £567,000. This estimate is based on historical expenditure for apprenticeship training provision. Contract Standing Orders C4 states that for Revenue Contracts with a total estimated contract value £1 million - £2 million approval for the Procurement Strategy Report must be given by the Executive Director(s) following consultation with the relevant Cabinet Member(s)

Decision

THAT, following consultation with the Cabinet Member for Jobs, Young People and Culture, the apprenticeship training provider procurement strategy, for a series of contracts for up to an estimated total value of £1.7 million for a 3 year period commencing in August 2026, be approved.
