Purpose

This report sets out the proposed procurement strategy and request to

directly award a contract for the commissioning of a cloud-based Adult’s and Children’s Social Care Case Management Systems to Access UK Ltd.

These systems will support the Council’s Adult’s and Children’s social care services in delivering their statutory duties, including care provision, prevention, family help, and safeguarding for Camden residents.

If approved, Access UK Ltd will provide the Mosaic and Synergy suite of applications, alongside the replacement of the soon-to-be-retired Abacus product with the new Local Government Finance module. The contract also introduces The Access UK Ltd’s Artificial Intelligence (AI) enabled Evo platform within Mosaic, aimed at improving decision-making and outcomes.

The proposed procurement route will be by way of a direct call-off using the Yorkshire Purchasing Organisation (YPO) 1095 - Software Application Solutions Framework, Lot 12 Health and Social Care Systems.

The proposed contract term will be for a period of 3 years and 9 months, commencing 1st July 2026, for a total value of £1,877,938 (excluding VAT).

This combined procurement strategy and award report is presented to the Executive Director Corporate Services following consultation with the Cabinet Member for Finance and Cost of Living in accordance with Contract Standing Orders.

Decision

THAT the Executive Director Corporate Services, following consultation with the Cabinet Member for Finance and Cost of Living, approves (and note any exceptions or relevant impact):

1. the procurement strategy for the commissioning of a cloud-based Adult’s and Children’s Social Care Case Management Systems, for a contract term of 45 months, with an aggregated value of £1,877,938 (excluding VAT).
2. the award of the contract to Access UK Ltd, for a period of 45 months, for the sum of £484,930 per annum. (£423,148 pro-rata, to cover the first 9 months of the contract)
