Purpose

This report seeks approval to vary the current clauses within the contract for Camden’s Adult Substance Misuse, Treatment and Recovery Service in order to allow for further modifications from Year 4 onwards. This is required to allocate additional funding for drug and alcohol interventions (via a grant awarded by the Department of Health and Social Care and administered by the Office for Health Improvement and Disparities), which for Year 4 is £3,140,260.

In accordance with Contract Standing Order E2.1, the Executive Director Adults and Health can authorise the variations as they fall outside the terms of the contract, but they require approval of a waiver to implement them by the relevant Cabinet Member in line with Contract Standing Order F3.4. A separate report seeking approval of the waiver will therefore be submitted to the Cabinet Member for Health Wellbeing and Adult Social Care.

Decision

That the Executive Director Adults and Health:

1. Notes that all additional grant income streams will be combined with the Drug and Alcohol element of the Public Health Grant and will not be considered as separate income streams from 2026-27 onwards. The grant will be ring-fenced and can only be used to fund interventions that can demonstrate drug and alcohol related interventions.
2. Approves the variation to the current clauses within the contract to allow for further variations from Year 4 until the end of the contract on 31st March 2033 to reflect further Drug and Alcohol grant allocations.
3. Approves the variation of the contract with Change Grow Live Services Ltd from 1st July 2026 to 31st March 2027 to reflect the agreed Drug and Alcohol Treatment and Recovery Improvement Grant interventions attached as Appendix 1 at a cost of £3,140,260.
