Purpose

This report summarises the outcome of a public consultation undertaken in September / October 2025 on making the trial parklets and street greening measures (planters placed in the carriageway) on Antrim Road and on Leighton Road, permanent.

Both the trial parklets and greening measures were introduced via parking suspensions. The street greening in Leighton Road was installed in 2020, with the parklets in Leighton Road and Antrim Road installed in 2022.

This report also sets out the final recommendations to be considered by the decision-maker to determine whether, having considered the outcome of the public consultation and all relevant material considerations, the trial parklets and associated street greening measures on Antrim Road and Leighton Road should be made permanent in accordance with the proposals set out in Section 2 of this report.

This report is presented to the Chief Engineer in accordance with the Council’s Scheme of Delegation, which delegates authority for Traffic Management Orders and the consideration of objections to the Chief Engineer.

Decision

That the Chief Engineer, having considered the results of the public consultation set out in the consultation report (appendix C), the Equality considerations (section 6.6), the relevant policy objectives (section 1.1-1.2 of the report) and, having due regard to the needs set out in section 149 of the Equality Act 2010, and subject to  compliance with relevant statutory requirements, approves the proposals to make:

• The trial parklet on Antrim Road, outside 1-2 Antrim House permanent;

• The trial parklet on Leighton Road, outside 55 Brecknock Road permanent;

• The greening measures outside 167 - 169 Leighton Road and 142 Leighton

Road permanent and replace the skips with permanent planters.
