Purpose

This report outlines the strategy for the procurement of a contractor to deliver decarbonisation works at Kentish Town Sports Centre.

The decarbonisation works will include replacement of existing gas boilers, installation of air source heat pumps, installation of efficient chillers and solar photovoltaic (PV), ventilation improvements, and wider rationalisation and efficiency improvements to existing mechanical and electrical (M&E) services.

The estimated total value of the works contract is £1,850,000. The contract is expected to continue until completion of the decarbonisation works in November 2028.

The proposed procurement route is to undertake a closed tender process using the Joint Contracts Tribunal’s (JCT) Standard Building Contract with Quantities (2024 Edition).

This report is coming to the Executive Director of Investment, Place and Opportunity because under C4 of the Council’s Contract Standing Orders (CSOs), a Chief Officer may approve contracts between £1,000,001 – £2,000,000.

Decision

THAT the Executive Director of Investment, Place and Opportunity approves the procurement strategy as set out in this report for an estimated value of £1,850,000 including the use of a closed tender process to appoint a contractor to deliver decarbonisation works at Kentish Town Sports Centre.
