Purpose

This report seeks approval of a variation to the contract for
Camden’s Adult Substance Misuse Treatment and Recovery
Service. The contract was awarded in November 2022 to Change Grow
Live Services Ltd and began on 1st April 2023. The clauses within
the contract permit for variations in Years 1-3 to reflect
Supplementary Substance Misuse Treatment and Recovery Grant
allocations. This clause was added following discussions with legal
and procurement colleagues to ensure the contract was sufficiently
flexible and new investment could be mobilised quickly.
 
In February 2023, Camden were notified, by the Office of Health
Improvement and Disparities, that their Supplementary Substance
Misuse Treatment and Recovery Grant allocation for 2023/24 (Year 1)
would be £1,446,900. Since then, officers have been liaising
with key delivery partners and grant leads at the Office of Health
Improvement and Disparities to agree how the grant can be spent to
support Camden in achieving the outcomes outlined in the national
Drug Strategy. In May 2023, officers allocated £1,266,900 to
Change Grow Live Services Ltd (CGL) to deliver a number of funded
interventions. The contract was varied again in December 2023, to
allocate a further £82,500 of grant funding.
 
This report seeks to allocate a further £43,700 to CGL to
deliver interventions to support the local delivery of the national
drug strategy.
 
This report is being presented to Director of Health and
Wellbeing for approval in line with Contract Standing Order E1.

further increase in the contract price for 2023/24 of £43,700
to reflect re-profiled funding available from the Supplementary
Substance Misuse Treatment and Recovery Grant allocation.
