Purpose
This report sets out a proposed procurement strategy for the
provision of a Dynamic Purchasing System to provide Vehicle Body
Repairs on Camden’s Accessible Transport Fleet of
vehicles.
The Council’s Fleet consists of approximately 313 vehicles
of varying types such as specially adapted minibuses, HGV tankers,
vans of all sizes and cars used to support some of Camden’s
most vulnerable residents to access education, training, health,
and social opportunities. Vehicles are also used by all other
services within Camden that provide essential services to
residents. All vehicles must conform to high safety standards and
any damage caused by accidents must be repaired to a high standard
as soon as possible.
All Vehicle Body work Repairs are currently managed by Camden
Accessible Transport (CATS) on an ad-hoc basis. CATS currently have
informal arrangements in place with three local repairs companies,
with work competed and allocated on the basis of price, time and
availability. The contractors repair simple accident damage repairs
and more serious, structural repairs if it is financially
viable.
Officers are proposing to establish a Dynamic Purchasing System
(DPS) to which all interested parties that meet the minimum
selection criteria, will be invited on to. All
Vehicle Body work repairs will then be procured through the DPS.
The DPS will be in place for a minimum period of three years, with
the option to extend for an additional two years in twelve monthly
increments, starting on or around 01 June 2024 for an estimated
annual value of £130,000 (maximum value of £650,000
including extensions).
The procurement strategy report will subsequently be presented
to the Director of Environment and Sustainability for approval in
line with Contract Standing Orders.
