Purpose
Since its introduction in 2015, £47,037,220 of
Strategic Community Infrastructure Levy (SCIL) has been collected
and £44,809,919 allocated leaving a balance of
£2,227,301 as of 31 January 2024. This includes MTFS
commitment of £4m SCIL for highway improvements for 2023/24
and funding for staffing in the Transport Strategy and Regeneration
teams for 2023/24 and 2024/25. Following support from Sustainable
Communities Departmental Management Team (DMT) on 18 January 2024
this report seeks approval for the use of a total of
£1,538,446 of Strategic Community Infrastructure Levy to fund
the delivery of infrastructure projects and associated costs in the
Council’s Culture, Regeneration, Participation, High Speed 2
(HS2) and Euston services. This leaves a balance of £688,855
with further receipts expected during February and March. A
separate report will seek agreement to allocate the balance of SCIL
as of 31 March 2024 to the Holborn Liveable Neighbourhood
project.

THAT the Executive Director of Supporting Communities agrees to
allocate £1,538,446 of Strategic Community Infrastructure
Levy (SCIL) as follows:
•
£1,016,446 for Arts and Culture staffing and budget to
support annual arts and culture programme for 2024/25 and
2025/26
•
£150,000 for an Estates Mission Delivery Team
•
£150,000 to support delivery of projects by the Regeneration
Service
•
£140,000 to fund the Citizen Scientists pilot
•
£82,000 for the Euston Strategic Studies
