Purpose

To support voluntary community
organisations and community partners across the borough in their
response to the ongoing increases in the cost-of-living this report
proposes a limited payment from the Local Community Infrastructure
Levy (LCIL) into the Council’s Cost of Living Community
Response Fund.  In July
2016, a ward-based member-led system to allocate LCIL was agreed,
with updates to the process being agreed in July 2018 and March
2023. Spending priorities were agreed in by the Cabinet Member for
Investing in Communities and Inclusive Economy.
 
This report proposes a discrete
allocation of the LCIL funds to accelerate the allocation of
funding to local voluntary and community groups for projects that
will support some of Camden’s most vulnerable citizens with
increasing costs of living.  This approach was
used effectively in winter 2022/23.
 
 

Content

THAT the Director of Economy,
Regeneration and Investment, in consultation with the Cabinet
Member for New Homes, Jobs and Community Investment:
 

Agrees that 5% of LCIL is taken from those ward
allocations with a balance of over £100,000 to be provided to
the Council’s Cost of Living Community Response Fund which
will be used to allocate CIL funding to community organisations
supporting Camden’s moist vulnerable citizens with the
increased costs-of-living, in accordance with the award process set
out in section 2 of the report. This will
generate a contribution of £268,154.00 to the
fund. 
Agrees that the £82,000 underspend
from the Spacehive High Streets Fund be reallocated to
the We Make Camden Kit via Camden Giving, which contributes to the
delivery of the We Make Camden
missions. 
Agrees to allocate a maximum of
£25,000.00 from the fund to commission an external
organisation to carry out a learning and insights review to inform
