Purpose

This report  seeks approval of the procurement
strategy for consultancy services to deliver an accelerated housing
stock condition survey programme, facilitating Camden in meeting
regulator expectations and to ensure we have quality, up to date
and relevant data of all our homes. 
 
The programme will reach 8,863 dwellings borough wide, these
will be in across all of our housing stock, blocks and street
properties.
 
1 year accelerated stock condition programme with the potential
to extend for a further 12 months; to start 1st April 2024.
The projected cost of conducting the condition surveys is
estimated at £400,000-£535,000 for 1 year,
approximately 8,863 dwellings, based on estimated survey costs to
be between, £45 - £60 per survey.  If
the extension option is exercised for the additional 8,864
properties the total budget would be an estimated £800-
£900,000.
 
The programme will comprise of surveying the 8,863 dwellings
over a 12-Month period to target and assess the internal condition
of each dwelling, to include but not limited to kitchen, bathroom,
heating system, electrics and insulation. The Surveys will capture
key housing dwelling Information required to facilitate the Council
in meeting its obligation to ensure that the Housing stock is in a
good state of repair. It will also ensure Camden holds up-to-date
data to help it to plan future works in line with decent home
standards and utilise the Building Safety Housing Health &
Safety Rating system which will help to further identify and
protect against potential risks and hazards from any deficiencies
identified in dwellings and finally facilitate Camden in its vital
obligations to the Regulator of Social Housing.
 
The Service required will be procured via a mini competition
from the SEC Consultancy Services Framework; Stock Condition Survey
Lot 10. The intention is that the remaining stock condition
programme will be tendered using Camden’s Consultancy
Framework, but in the event that an acceptable tender is not
received using Camden’s Consultancy Framework the council
will have the option this extend this contract for a further year
to reach a further 8,864 properties.
 
Services required via this framework are:

Surveying and Strategic advice (Stock Condition Surveys).

•        
Housing Health and Safety Rating System (HHSRS) Survey
Information.

•        
Summary of energy rating within the dwelling.

•        
Facilitate the council's management of damp and mould within, in
addition to our own self-assessment with Ark

THAT the Director of Property Management agrees:
 
1.       To procure
surveys up to the estimated value of £535,000 per annum.
 
2.       The surveys
undertaken in any given year will be determined by the budget
available. Surveys undertaken will be prioritised by risk each
year.
 
3.       That the
programme proceeds through the procurement process.
