Purpose

Following a tender process conducted through the GLA’s
Architecture + Urbanism Framework, this report seeks approval for
the award of contracts to two multidisciplinary teams to undertake
the design services for Phase 1 of the New Homes for Small Sites
Programme (NHSSP), which includes the four sites approved by
Cabinet in February 2023, as listed below.
The design services to be contracted are to be carried out from
RIBA Stage 0 to RIBA Stage 6 for the delivery of new affordable
homes, split across the following packages and corresponding
contracts:

Package 1 contract to: Archio Limited
o        Hadley
St site, on Castle Rd estate
o        Bernard
Shaw and Foster Court estate site
 

•        
Package 2 contract to: Jas Bhalla Architects Limited
o        Raglan
Street estate site
o       
Highgate Road estate site
 
If approved, the contracts are due to commence in January 2024
with start of design works in February 2024 for Package 2, and
April 2024 for Package 1.
The duration of the two contracts is for 36 to 42 months based
on an expected main works programme of between 12 and 18 months
depending on the site. The contracts however will have
‘Instructions to proceed’ at completion of RIBA Stages
2, 3+ (Planning) and 4.
 
The total contract values are £800,296 for Package 1
(£368,622 up to Planning); and £697,099 for Package 2
(£294,738 up to Planning).

recommendation:

The award of the contracts to Archio Ltd and Jas Bhalla Architects
Ltd for a period of 42 months for the sum of £800,296 for
Package 1 (£368,622 up to Planning); and £697,099 for
Package 2 (£294,738 up to Planning) respectively.
