Purpose

This
report seeks approval from the Director for Environment and
Sustainability, in consultation with the Cabinet Member for a
Sustainable Camden, for making permanent the trial Christ Church
Primary Healthy School Street (HSS) scheme and associated
interventions on Redhill Street, at the Redhill Street / Cumberland
Market junction and on Nash Street. It also seeks approval for
implementation of several additional scheme enhancement measures.
The original scheme was implemented as an Experimental Traffic
Order (ETO) trial on the
25thAugust
2022 for 18 months, as part the Council’s strategy to enable
safe travel in Camden, under delegated authority of the Cabinet
Member for a Sustainable Camden.
 
This decision report sets out the reasons it is proposed
to make the trial scheme permanent, the reasons several additional
measures are proposed and the options available to the decision
maker. This report also includes a review of engagement responses
and feedback received during the trial period, as well as
monitoring conducted during the trial period. These have informed
the recommendations to the decision maker.
 
This report follows the
‘Camden Transport Strategy (CTS): Review of Progress since
2019 and Proposed Three Year Programme 2022/23 to 2024/25
(SC/2022/34)
report. The latter included a delivery plan for achieving goals set
by the Local Implementation Plan, which in turn seeks to deliver on
the outcomes set in the Mayor’s Transport Strategy. This
includes delivering road safety schemes in the Euston Area through
funding secured via the High Speed 2 (HS2) Road Safety Fund. The
report also noted that Christ Church Primary School on Redhill
Street was a priority location for a school street according to
Camden’s Healthy School Street prioritisation
matrix. 
 
The proposals in this report
align with our key strategies and plans, including We Make Camden,
the CTS, the Climate Action Plan and Clean Air Action
Plan.

THAT, having considered the
stakeholder feedback provided and monitoring carried out during the
trial period, set out in the Monitoring Factsheet (Appendix D), the
Trial Feedback Report (Appendix C) and the results of the
Equalities Impact Assessment (Appendix B), and having due regard to
the needs set out in section 149 of the Equality Act 2010, the
Director of Environment and Sustainability, in consultation with
the Cabinet Member for a Sustainable Camden:
 

1.   
Approves making permanent the current, trial timed healthy
school street restrictions in place on Redhill Street at both
junctions with Albany Street, the
at-all-times restriction at the junction of Redhill
Street and Cumberland Market and the
except-for-access restriction on Nash Street, at the
junctions with Robert Street and Albany Street.
2.     
Approves
the implementation of additional, permanent footway widening,
increased greening and line marking changes- set out in Section 2-
proposed to enhance the scheme, following and subject to the
outcome of a statutory, traffic management order
consultation.
3.     
Delegates
to the Chief Engineer the authority to take any further decisions
required for these schemes, including consideration of any
objections to Traffic Management Orders (where required), detailed
design and implementation.
