Purpose

This report relates to the Holborn Liveable Neighbourhood (HLN)
project, which is currently working through the Feasibility Design
(Gate 2) stage as per TfL’s programme methodology.
 
The report sets out a need to waiver Contract Standing Orders
(CSOs) required for additional professional landscape architecture
services provided by “LDA” on the “Holborn Public
Realm Strategy”, which has been prepared for HLN and Holborn
Vision and Urban Strategy (HVUS) projects.
 
LDA were originally appointed in 2017 by the Transport Strategy
Service to prepare a “Holborn Public Realm Strategy”. A
direct award was subsequently given to LDA in February 2023 to
revise the document, taking account of changes to project context,
the pandemic, elapsed time, and emergence of the HLN project. A
route to direct award the work as an extension to the original
commission was pursued, as it was considered the document could be
refreshed rather than prepared from scratch. The value of this
extension was £24,658.
 
Due to the scope of this work being larger than originally
anticipated, additional design costs are required to finalise the
strategy. The updates are urgently required prior to the HLN and
HVUS winter engagement period, which must commence 4- weeks prior
to the upcoming pre-election period (starting on 19th March
2024).
 
The proposal is therefore to directly award a contract to LDA
for the provision of Holborn Public Realm Strategy updates for a
total value of £8,901.90. This request is subject to a waiver
due to the work being a continuation of previously directly awarded
contracts.
