Purpose

This report seeks approval from the Director of Environment and
Sustainability to make permanent the trial Healthy School Street
(HSS) scheme delivered on Elsworthy Road for St
Paul’s C of E primary school as part of Phase 5 of the
Council’s HSS programme, and the pedestrian improvements on
Primrose Hill Road.
 
The HSS programme seeks to reduce motor traffic flows and create
safer streets to encourage active healthy travel on the journey to
school. A trial HSS was implemented on Elsworthy Road
under an Experimental Traffic Order (ETO) which came into force in
June 2022. The HSS restricted motor vehicle access to the section
of Elsworthy Road between the junctions with Primrose
Hill Road and Elsworthy Rise, to non-exempt motor
traffic from 8.30 to 9.30 am and from 3 to 4pm during school term
time.  Pedestrian improvements were also made on
Primrose Hill Road: the footway was widened outside the school
entrance, a new zebra crossing was installed, and an existing zebra
was upgraded.
 
This report considers feedback received during the trial,
monitoring undertaken during the trial period, Council policies,
and the results of the public consultation undertaken between 18
September 2023 and 8 October 2023 on whether to permanently retain,
amend, or remove the HSS on Elsworthy Road. It also
presents respondents’ views on the pedestrian improvements
delivered on Primrose Hill Road, including zebra crossings and
footway widening close to the school entrance. The report
recommends retaining all elements of the scheme.
 
 

Content

THAT the Director of Environment and Sustainability, in
consultation with the Cabinet Member for a Sustainable Camden,
having considered the results of the public consultation on making
the HSS on Elsworthy Road permanent (set out in Section 6 and in
Appendix B), the Equality Impact Assessment (EqIA) (set out in
Section 4 and Appendix C), having due regard to the needs set out
in Section 149 of the Equality Act 2010, and subject to compliance
with relevant statutory requirements:
(i)       Approves
retaining (making permanent) the current trial schemes as set out
in Section 2 of this report;
(ii)      Delegates
authority to the Chief Engineer to take any further decisions
required relating to the implementation of the schemes discussed in
this report.
