Purpose

This report provides details of proposals and results of the
public consultation undertaken between 12 October 2023 and 1
November 2023 for four permanent Streatery locations for outdoor
dining, on Cleveland Street, Goodge Street, Warren Street in
Fitzrovia, and South End Road in Hampstead Town. The proposals
require the removal of waiting and loading to provide a safe,
protected space in the carriageway for businesses to place tables
and chairs for outdoor dining (Streateries) for all Fitzrovia
locations, and a footway build out on South End Road, as discussed
in Section 2 of this report. The proposals include bike parking and
a new tree on Cleveland Street.
 
The Streateries were installed as trials under an Experimental
Traffic Order (ETO) which came into force in June
2022.  As noted in the Decision Report, the
Council committed to undertake public consultation after
approximately 12 months of the trials to inform a decision on
whether to make them permanent, amend or remove them. The statutory
ETO period ends on 7 December 2023 and a decision is sought ahead
of that date in compliance with the legislation.

THAT the Director of Environment and Sustainability, in
consultation with the Cabinet Member for a Sustainable Camden,
having considered the rationale and criteria for the proposals in
this report in relation to the objectives set out in Camden's
Streatery Programme: Supporting our Hospitality Sector
(SC/2020/86), the public consultation results (Appendix B), the
Equalities Impact Assessment (Appendix C), and having due regard to
the needs set out in section 149 of the Equality Act 2010,:

(i)      
approves the implementation of the proposals as set
out in Section 2 of this report subject to compliance with relevant
statutory requirements; and
(ii)     
delegates to the Chief Engineer the authority to take
any further decisions required for this scheme.
