Purpose
This report seeks
approval to award a direct award to B&Q PLC for the delivery of a
Redecorating Allowance Service via the Procurement for Housing
Framework (PFH) via Lot 1 – Retail Decorative
Solutions.
The Commissioning and Procurement Board have endorsed the
procurement strategy and award.
The Council has been ‘calling
off’ this programme from the Procurement for Housing
(PfH) under the arrangements of a previous framework
agreement since 2008, however the contract expired in
2021.
The service will require a supplier to
provide redecorating goods to Council tenants who qualify, to a
value per tenancy prescribed by the Council. The contract will be
for an initial period of five years plus two optional extensions of
one-year each. The total aggregated contract value (including the
optional extensions) is £462,000.

THAT the Director of Property
Management approves:
1.
the procurement strategy for the Redecorating Allowance
Service via the Procurement for Housing Framework (PFH) via Lot 1
– Retail Decorative Solutions, which includes a quality/price
split of 60/40 for an estimated value of £462,000 over a
contract term of five years plus two extensions of
one-year.
2.
award of the contract to B&Q for a period
of 5 years with 2 extensions of one-year each, on the grounds of
B&Q being the only supplier with a store in Camden
and another store within close proximity to the borough.
