Purpose

This report seeks approval from the Chief Engineer, to implement
changes to Kemble Street, Keeley Street, and Wild Street, as
outlined in Section 2 of this report. This includes the
construction of a pavement buildout incorporating low level
planting, cycle parking stands, and dropped kerbs with tactile
paving at the junction of Kemble Street and Wild Street. The
proposal also includes some minor parking changes on Kemble Street,
Keeley Street, and Wild Street including the removal of 2
paid-for-parking (pay by phone) spaces and amending sections of
single yellow line to double yellow lines. The changes aim to make
the location a more attractive place to stop, rest and enjoy,
improving the safety of the junction, while improving the local
environment and air quality by adding planting with a dual
Sustainable Urban Drainage System (SuDS) functionality.
 
A public consultation on the proposals detailed in this report
was undertaken from 19th October to 9th November 2023. Proposals to
amend existing traffic management orders were advertised in a
statutory Traffic Management Order (TMO) consultation, also
undertaken from 19th October to 9th November 2023, in parallel with
the public consultation.
 
The report follows a consideration of relevant policies and the
public and statutory consultations on the proposals. The proposals
meet the objectives of We Make Camden by helping create clean,
vibrant, and sustainable places and making it easier for people to
travel by active modes of transport, which would help to encourage
residents to cycle more instead of driving motor vehicles. This
would in turn contribute to improving air quality and lowering
carbon emissions in the borough. The proposals also meet the
objectives of We Make Camden by improving biodiversity, reducing
the impacts of flooding, and responding to the impacts of climate
change.

Content

THAT the Chief Engineer, having considered the proposals in
relation to the objectives set out in the Camden Transport
Strategy, the public and statutory consultation results (Section
6), and having due regard to the needs set out in section 149 of
the Equality Act 2010:
 
a)   
notes the responses received relating to the scheme proposals
during: (1) the informal public consultation undertaken from 19th
October to 9th November 2023 and (2) the statutory TMO consultation
also undertaken from 19th October to 9th November
2023;
b)   
approves the implementation of the proposed improvements on Kemble
Street, Keeley Street, and Wild Street, including where necessary
the making and implementation of the TMO amendments consulted on,
as summarised in section 2 of this report subject to compliance
with relevant statutory requirements and detailed
design;
c)   
and delegates to the Transport Design Team Manager the authority to
take any further decisions required for the implementation of the
recommended proposals subject to compliance with relevant statutory
requirements and detailed design.
