Purpose

This report requests the award of a grant to fund 18 months of
the Homelessness System Transformation ‘Coproduction
Lead’ role and associated budget, from October 2022 to March
2025. The role is a fixed-term position that ensures the
transformation meaningfully involves people with lived experience
at every stage of the programme.
 
As part of the transformation, the role has developed a highly
commended coproduction approach that has delivered over 170 hours
of joint work between staff and residents with lived experience of
homelessness and other support needs.
 
The coproduction approach, including lead role funding, was
initially agreed at the Supporting People Connecting Communities
(SPCC) Board in May 2022 to cover the duration of the Homelessness
System Transformation programme (which runs until 31 March
2025)
 
Single Homeless Project (SHP) host the fixed term role and
following a review, it is proposed that this continues for the
duration of the programme. As previous hosts of the
‘Fulfilling Lives’ programme in Camden and Islington
(known as FLIC), they hold the necessary infrastructure and
expertise for involving people with complex needs in coproduction
activity. Changing this arrangement midway through the programme
would disrupt an effective approach.
 
The Adult Social Care, Health and Wellbeing and Housing
departments contribute equally to the costs, reflecting the
cross-cutting nature of the work.

THAT the Executive Director of
Adults and Health, in consultation with the Cabinet Member for
Health, Wellbeing and Adult Social Care, agrees to award a grant of
£98,393 to Single Homeless Project to host the
‘Coproduction Lead’ role and associated budget for a
further 18 months, to support the Council’s strategic
objectives.
