Purpose

This report
seeks approval to award the provision of a ‘short-stay’
hostel for people experiencing rough sleeping on Gray’s Inn
Road to Single Homeless People.
 
The Council was
awarded funding by the Department of Levelling Up Housing and
Communities and the Greater London Authority via the Single
Homelessness Accommodation Programme to deliver a 16-bed property
of supported accommodation in Camden. A joint bid was made with the
housing association, One Housing Group, for three years of revenue
funding and capital funding to redevelop one of their current
properties on Gray’s Inn Road.
 

‘Gray’s Inn Road’ will provide a trauma and
psychologically informed environment away from the streets where
individuals are assessed and supported, linked to relevant
services, and provided with a move-on offer which meets their
needs. The service will work collaboratively with a range of
partners including Connect Forward, the Camden Adult Pathway, In
Roads (Substance Misuse Service) and Camden Routes off The Streets.
The service will support men, women, and transgender
individuals.
 
Following the
competitive tender process, the recommendation is to award the
contract to Single Homeless Project for a period of three years
from 1 February 2024 until 31 January 2027 for a total cost of
£1,386,037.00.
The decision to
award the contract will be taken by the Director of Housing –
Supporting Communities in line with Contract Standing
Orders.

Contract Management Review be presented to Corporate Procurement
Board in July 2026.
