Purpose

This report sets out a proposed approach to the commissioning of
a non-exclusive contract to provide the council with advice
relating Business Rates assessments of its corporate land holdings
for a contract period of 4 years (including two optional extensions
of one year each), commencing October 2023.
 
This report seeks approval of a procurement of Business Rates
Consultancy Services via a mini competition under the Crown
Commercial Service (CCS) RM6168 framework. Following our Expression
of Interest sent to all suppliers in the framework, a number of
companies have confirmed they will respond to our invitation to
tender.
 
As part of social value measures included in the tender, firms
will be asked to offer 2 work experience opportunities to students.
This will provide insight and information about careers in
consultancy services, and the chance to develop skills and to make
an informed career choice.
 
The report is being submitted to relevant Executive Director in
line with Contract Standing Orders (CSO) which state that the
Executive Director of Supporting Communities must agree procurement
strategies for contracts with a value of £500,000 to
£1million (Contract Standing Orders C3.4).
