Purpose
This report sets out the procurement strategy
for a contract to operate and maintain 92 existing lamp column
electric vehicle charge points,
that were installed by Siemens Plc
under the Go Ultra Low City Scheme (GULCS) framework. The call-off
contract for these 92 charge points was for a five-year period from
17 December 2018 to 16 December 2023. Unless an agreement is in
place from 17 December, the operation and routine and reactive
maintenance of these charge points will cease.
Due to tight timelines, the Council propose
seeking an interim agreement for one year, from 17 December 2023 to
16 December 2024, for the operation and maintenance of the charge
points. This will ensure the Council’s network of charging
infrastructure remains intact until a more permanent solution can
be agreed upon. During this one-year period, a full procurement
exercise will take place for a longer contract.
The
estimated total contract value is £140,000. This is money
generated through the sale of electricity from the charging of
electric vehicles. The operator will use the money for the
operation and maintenance of the charge points, and for paying the
Council a turnover percentage.
Given the
value of the contract, and the need for an initial, interim
measure, the Council propose a Request for Quotation (3 quotes)
procurement route. The Council are aware of 3 suitable companies we
can approach.
