Purpose

This report sets out the proposed approach to the commissioning
‘short-stay’ hostel for people experiencing rough
sleeping on Gray’s Inn Road.
 
The Council has been awarded funding by the Department of
Levelling Up Housing and Communities and the Greater London
Authority via the Single Homelessness
Accommodation  Programme to
deliver  a 16-bed  property
of  supported  accommodation in
Camden. A joint bid was made with the housing association One
Housing Group for three years of revenue funding and capital
funding to redevelop an existing building of theirs on Gray’s
Inn Road.
 
‘Gray’s Inn Road’ will provide a trauma and
psychologically informed environment away from the streets where
individuals are assessed and supported, linked to relevant
services, and provided with a move-on offer which meets their
needs. The service will work collaboratively with a range of
partners including Connect Forward, the Camden Adult Pathway, In
Roads (Substance Misuse Service) and Camden Routes off The Streets.
The service will support men, women, and transgender
individuals.
 
This report is seeking endorsement of the procurement strategy
to conduct a  competitive procurement process to
award a contract for a period of three years from 1 February 2024
until 31 January 2027. The maximum budget available is
£1,386,037.85. There are no confirmed Medium Term Financial
Savings from the project.
 
With support from the local authority and key partners,
Gray’s Inn Road will integrate much of Camden’s
Homelessness System Transformation work into its delivery. The
Homelessness System Transformation aims to deliver a more
integrated response to homelessness in Camden that is strength
based, trauma and gender informed in its approach across housing,
health, wellbeing, and care.
 
The procurement strategy report will subsequently be
presented  to 
the  Executive Director of Supporting Communities
for approval in line with Contract Standing Orders.
 
The report is being submitted to the specify the Executive
Director of Supporting Communities in consultation with the Cabinet
Member for Safer Communities in line with Contract Standing Orders
which state that an Executive Director must agree procurement
strategies for contracts with a value £500,000 to
£1million/£1million to £2million (CSO C3.4).

That the Executive Director 
of  Supporting 
Communities,  in 
consultation  with Deputy Leader and Cabinet
Member for Safer  Communities,
approves  the procurement strategy, which
includes a price/quality split of 25/75 and contract term of 3
years for an estimated aggregate value (including extensions) of
£1,386,037.85.
