Purpose
The report sets out a proposed approach to the commissioning
a pre-construction enabling works package for the Hadley Street
Project, consisting of the demolition of a void parking structure
on Castle Road Estate, below ground drainage works and the erection
of hoarding for the site. The anticipated appointment is November
2023 and start on site for a 16-week programme from December 2023
(including Christmas shut down).
The procurement strategy proposed is to run a closed tender
process with a minimum of 5 demolition contractors with
relevantexperience and accreditation, and to use a Joint Contracts
Tribunal (JCT) Intermediate Works Contract 2016 with the
Council’s standard amendments and additional
clauses.
Content
THAT the Executive Director Supporting Communities (in
consultation with the Executive Director Corporate Services , the
Cabinet Member for New Homes, Jobs and Community Investment, the
Cabinet Member for Finance and Cost of Living, the Cabinet Member
for Better Homes, the Director of Development, Head of Property and
the Borough Solicitor) agrees:
1. the procurement strategy set out in this report,
which includes a price/quality split of 50/50 and contract term of
16 weeks.
2. the project to be tendered using a closed tender
process requiring 5 companies to bid for the demolition work
package.
