Purpose

The current access arrangements for fire and building
safety checks to street properties do not use resources
effectively, create additional financial burdens for the Housing
Revenue Account (HRA) and prevent the Council from discharging its
statutory Responsible and Accountable Person
duties.  The report explains why the current
arrangement is ineffective in managing risk to resident safety and
proposes the implementation of a universal key programme that will
address these issues.

Content

THAT the
Executive Director Supporting Communities is asked to:

 

1.   
Approve the installation of universal keys in Street
Properties to ensure access for statutory fire and building safety
checks and the maintenance of safety systems as set out in section
4 of the report.
 

2.   
Approve the ongoing communication programme about the
universal key system and fire & building safety proposed in
section 8 of the report.
