Purpose

This report seeks approval of the award
of a Framework Agreement for the provision of Taxi and Attendant
Services (“Private Hire”) for the London Borough of
Camden in collaboration with the London Borough of Islington and
City of London.  
 
Taxi and Attendant Services are
currently provided by a Framework Agreement that was created in
collaboration with Islington and City of London in 2019. The
Framework complements Camden’s in-house bus service and is
utilised where there are specific passenger needs that cannot be
met via in-house provision or where it provides the most
cost-effective method of transport. The framework also includes
provision for non-recurrent Camden related business journeys where
public transport is not considered to be a suitable option.
 
This existing Framework Agreement is
due to expire on 31st August 2023 and following an Open procurement
process led by Camden on behalf of the three participating
boroughs, it is proposed that a new Framework Agreement, for a four
(4) year period is awarded for the reasons set out in this
report.
 
The proposed commencement date of the
new Framework Agreement is 1st September 2023.
 
The new Framework Agreement will be
divided into seven Lots.

Lot 1 - Taxi and Attendant Services (including Saloon and MPV)

Lot 2 - Taxi and Attendant Services (including Saloon and MPV
Wheelchair accessible)

·      
Lot 3 - Minibuses

·      
Lot 4 - Minibuses with attendant (Wheelchair accessible)

·      
Lot 5 - Ambulance Transportation

·      
Lot 6 - Ad-Hoc Services

·      
Lot 7- Non-Recurrent Transport Services
 
The contract award report is being
presented to the Executive Director Supporting Communities, in
consultation with the Cabinet Member for a Sustainable Camden for
approval in line with Contract Standing Orders.

THAT the Executive Director Supporting Communities, in
consultation with the Cabinet Member for a Sustainable Camden, to
whom this report is submitted agrees:
 

1.            
award of the Framework Agreement to six suppliers for lots 1-6 for
a period of 4 years for the estimated total value of
£30,500,000 (of which £18,000,000 will be contributed
by Camden, £12,000,000 by Islington and £500,000 by
City of London).

2.            
the award of the contract to Addison Lee for lot 7 for a period of
4 years for the estimated total sum of £1,500,000 (including
Islington and City of London).
