Purpose

This report seeks approval of the award of contract for
Camden’s Integrated Community Equipment Service to continue
to ensure the provision of good quality mobility, independent
living and safety equipment and adaptations to support our
residents to live and age well at home in line with We Make
Camden.
 
The report recommends the award of contract to NRS Healthcare
Ltd through a call-off from a new Framework Agreement procured by
the Royal Borough of Kensington and Chelsea on behalf of the
21-borough equipment London consortium of which Camden is a member.
The contract will commence on 1st April 2023 for a period of five
years with an option to extend for a further two years, at a total
estimated cost to Camden of £18 million over the maximum
7-year period. As at present, this will be funded jointly by the
Council (30%) and the NHS North Central London Integrated Care
Board (70%) based on usage.
The new contract will deliver a revised service model that will
be more efficient and flexible to better support shared local
government priorities including hospital discharge, prevention,
improved recycling and improved air quality through a move to an
electric fleet.
 
The contract award report is being presented to the Executive
Director Supporting People for approval in consultation with the
Cabinet Member for Health, Wellbeing and Adult Social Care in line
with a delegation agreed by Cabinet in November 2021 and includes a
Part II appendix which contains commercially sensitive information
relating to the tender evaluation.

THAT the Executive Director Supporting People, in consultation
with the Cabinet Member for Health, Wellbeing and Adult Social
Care, to whom this report is submitted agrees the award of the
contract to NRS Healthcare Ltd for a period of 7 years (including 1
contract extension of 2 years) for the estimated average sum of
£2.6 million per annum (£18 million in aggregate
including the contract extension).
