Purpose

This report provides details of the proposals to reallocate the
designated Russell Square junction with (j/w) Woburn Place site in
January 2021 to the southern corner of Russell Square, near the
junction with Montague Street.
 
The original proposed location for a Traffic Management Order
(TMO) for Russell Square was at the southern corner of Russell
Square, near the junction with Montague Street. However, the
initial consultation in 2021 was based on the opposite, northern
corner of Russell Square, near Woburn Place. It was identified that
this was the wrong location and that potential licensees
weren’t interested in utilising this bay for trading. As a
result, a separate consultation from 25th January to 12th March
2023 was launched to gather views from local residents and
businesses on the feasibility of a TMO to relocate the licensed ice
cream trading location to the southern corner of Russell
Square.
 
Trading will take place on this site permanently following an
interview-based selection process. The licensed trader will agree
to trade without their engine idling whilst waiting for the
installation of power. The site will have a trading licence
agreement with terms and conditions, in line with the London Local
Authorities Act 1990 (as amended). Ice cream selling at each site
will only be allowed by the holder of the licence agreement and
they will only be permitted to trade during the agreed upon
hours.
