Purpose

The purpose of this report is to seek agreement from the
Executive Director Supporting People and Deputy Chief Executive to
extend the current Section 75 Partnership Agreement for the Health
Visiting Service for one more year, from April 2024 – March
2025. This would allow longer term commissioning options to be
brought to full Cabinet by October 2023 for decision, and
sufficient time to implement any preferred option ahead of April
2025. This in effect results from the distortion to the assumptions
underpinning the original Cabinet decision authorising the
agreement caused by the unprecedented impacts of the Covid-19
pandemic. Therefore, the extension would allow longer term
commissioning options to be brought to full Cabinet by October 2023
for decision, and sufficient time to implement any preferred option
ahead of April 2025.
 
In 2019 Camden’s Cabinet approved the arrangements for the
provision of health visiting by way of an agreement between Camden
Council and Central and North West London NHS Foundation Trust
(CNWL) under Section 75 of the National Health Service Act 2006,
and delegated authority to the Executive Director Supporting People
and the Director of Public Health, in consultation with the Cabinet
Member for Best Start for Children and Families to agree and
finalise the terms of the agreement including any extension.

Content

THAT the Executive Director Supporting People
and Deputy Chief Executive, in consultation with the Cabinet Member
for Best Start for Children and Families:
 

a)   
Approves an extension to the Section 75 Partnership Agreement
for the Health Visiting Service from 1st April 2024
until 31st March 2025.
 

b)   
Delegates authority to the Director of Public Health to agree
the final cost and any variations to the service in its final
extension period. The total cost of the service during this time is
expected to be £4,350,000 however an adjustment to this
figure may be needed depending on changes in government guidance
and further negotiations with CNWL seeking efficiencies.
