Purpose
This report sets out the proposed procurement strategy for the
retender of Contract 1 of the 12 repairs and maintenance contracts
for general building works for the North of the borough.
The contract was previously tendered in February 2021 and the
initial award to Mitie Property Services (UK) Ltd was approved in
February 2022, however, the contractor recommended withdrew from
the contract during the mobilisation period as they were unable to
deliver the requirements. In June 2022, Procurement undertook an
exercise requesting remaining compliant tenderers to reopen their
tenders and confirm their previous prices or submit any revisions
to their prices if required. Tenders were reopened for acceptance
until 31st October 2022. We have not been in a position to award
the contract based on the revised prices, the tenders have now
expired and are no longer in line with current market conditions.
The recommendation is therefore to retender the contract.
The retender will support the Council’s delivery of its
building repairs and maintenance related obligations, including its
Better Homes Programme, which covers the Council’s housing
stock of 13,271 council homes (including 5,487 leasehold),
corporate buildings, commercial properties and
23 schools and children’s centres, specifically in respect of
general building and refurbishment works.
The contract will be non-exclusive, retaining the flexibility to
award any work to any relevant contractor, therefore if the
appointed contractor has reached capacity and is not in a position
to deliver further work for a period of time, or is not performing,
then work can be moved to another contractor who is able to
deliver.
Content
THAT the Executive Director Supporting Communities in
consultation with the Cabinet Member for Better Homes:
1. Approves the
procurement strategy, which includes a price/quality split of 60%
price and 40% quality and contract term of 5 years for an estimated
value of £8.1m.
2. Agrees that
the project proceeds to Tollgate 02 – Contract Award with the
recommendation with contract award approved by the Executive
Director of Supporting Communities in consultation with the Cabinet
Member for Better Homes.
