Purpose
This report seeks approval from the Chief Engineer to implement
Phase 7 of the Dockless Bike Hire and Rental Scooter
(DBH&RS) parking bay Programme. This consists of proposals to
provide 19 new DBH&RS parking bays and extend 3 existing
DBH&RS parking bays at 22 sites across the Borough (21 on
street and 1 on the pavement). A public consultation on the
proposals detailed in this report was undertaken from 16th March
2023 to 6th April 2023. Proposals to amend existing traffic
management orders were advertised in a statutory Traffic Management
Order (TMO) consultation also undertaken from 16th March 2023 to
6th April 2023, in parallel with the public consultation. The
pavement site was not included in the TMO consultation as it would
not require TMO amendments.
The proposals meet the objectives of We Make Camden by helping
create clean, vibrant, and sustainable places by providing new or
extended DBH&RS parking bays at 22 sites, which would help to
encourage residents to cycle and scoot more (while helping to
enable the continued rental e-scooter trial in the Borough) instead
of driving motor vehicles, or using over-crowded public transport
systems. This would in turn contribute to improving air quality and
lowering carbon emissions in the borough.
Content
THAT the Chief Engineer, having considered the rationale and
criteria for the proposals in this report, having due regard to the
needs set out in section 149 of the Equality Act 2010, and subject
to compliance with relevant statutory requirements:
i.
notes the responses received relating to the installation of new or
extended DBH&RS bays at 22 sites during: (1) the public
consultation undertaken from 16th March 2023 to 6th April 2023,
and; (2) the statutory Traffic Management Order (TMO) consultation
also undertaken from 16th March 2023 to 6th April 2023;
ii.
approves the recommended proposals for all of the 22 proposed
sites, including where necessary the making and implementation of
the TMO amendments consulted on, for the DBH&RS sites listed in
Appendix ‘A’, and;
iii.
delegates to the Transport Design Team Manager the
authority to take any further decisions required for the
implementation of the recommended proposals.
