Purpose

To decide whether or not to introduce an 18-month trial of the
traffic changes that would be required to enable greening measures
to be introduced (as part of the permanent scheme).

Content

Consideration was given to a report of the Director of
Environment and Sustainability.
DECISION –
 
THAT, having considered the results of the public
consultation, as set out in the report at Section 5 and Appendix A,
and the results of the Equalities Impact Assessment at Appendix B,
and having due regard to the needs set out in section 149 of the
Equality Act 2010, the Cabinet Member for a Sustainable Camden
agrees that:

 

(i)        
The two trial restrictions to motor vehicles proposed on
Phoenix Road are implemented under an 18 month Experimental Traffic
Order (ETO), subject to detailed design and compliance with
relevant statutory requirements;

(ii)       
The two proposed sections of widened pavement with new
planting and proposed parking changes are implemented permanently,
under a Traffic Management Order, subject to detailed design and
compliance with relevant statutory requirements;

(iii)      
The trial elements of the scheme are re-consulted upon after
12 months, as part of the consultation on the final elements of the
greening scheme;

(iv)     
The Decision Maker approves the proposed design changes in
response to the public consultation, described in Section 2 of this
report and illustrated at Appendix C;

(v)       
The Decision Maker delegates to the Chief Engineer the
authority to take any further decisions relating to the detailed
design and implementation of the approved scheme; and

(vi)     
The Decision Maker delegates to the Director of Environment
and Sustainability, in consultation with the Cabinet Member for a
Sustainable Camden, the authority to take any further strategic
decisions regarding the implementation of the proposals approved in
this report. However, the decision on the final greening and public
realm scheme, following consultation, would be taken by the Cabinet
Member for a Sustainable Camden.
