Purpose
This report recommends the contract award to Westminster Drug
Project whose quotation has been successful in meeting the quality
criteria identified for the delivery of a drug and alcohol service
specifically for rough sleepers. The service
includes a number of specific roles which form a virtual team; a
nurse prescriber, specialist drug and alcohol outreach workers and
a specialist women’s worker. This team
will work with the borough’s existing street outreach
service, Routes off The Streets, to provide drug and alcohol
treatment to rough sleepers which will include rapid access to
opiate substitute prescribing, flexible pathways to in-patient
detox and residential rehabilitation facilities, and specific
support for female rough sleepers. The new
contract will run for 10 months commencing on 1st June 2023, for a
value of £333,400.
A market engagement exercise was conducted in February
2023. Two providers expressed their interest in
providing the service, these are Change Grow Live Services (CGL)
and the current service provider Westminster Drug Project.
The Council then followed the Request for Quotation
(RfQ) procedure as required under Contract Standing
Orders. The two suppliers were invited to submit an
RfQ and one application was received. Having
reconsidered their position in the market and length of the
contract CGL decided to withdraw from the procurement process via a
written confirmation. The assessment of
Westminster Drug Project’s response has shown that it has met
all the minimum requirements specified, as well as scoring highly
for a number of method statement questions. Therefore, it is
recommended that Westminster Drug Project are awarded the contract
to continue delivering the drug and alcohol service for rough
sleepers until 31st March 2024.
This report is being submitted to the Director of Health and
Wellbeing in line with Contract Standing Order C3.4 and includes a
Part II appendix which contains commercially sensitive information
relating to the tender evaluation.
