Purpose

This report seeks approval from the Chief Engineer to proceed
with the permanent installation of bike hangars in a number of
locations, and an extension of the existing dockless
e-scooter and cycle hire parking bay on Ariel Road, which were
consulted on in November and December 2022 as part of proposals to
introduce new Healthy School Street schemes for schools
on: 
 

•               
Belsize Lane (St Christopher’s School)

•               
Lyndhurst Gardens (Maria Montessori School – Hampstead)

•               
Maygrove Road, Ariel Road, and Loveridge Road
(Kingsgate Primary School EYFS & KS1)

•               
Broomsleigh Street, Dornfell Street,
Glastonbury Street, and Ravenshaw Street (West Hampstead Primary
School)
 
Healthy School Street schemes restrict non-exempt motor vehicles
from being driven on streets outside and close to schools at drop
off and pick up times, and where feasible include wider Safe and
Healthy Streets measures to support people to walk and cycle such
as widened pavements, improved crossings, street greening, bike
hangars, and dockless e-scooter and cycle hire parking
bays.
 
In consultation with the Cabinet Member for a Sustainable
Camden, the Director of Environment and Sustainability approved the
schemes via decisions made on each individual scheme in January and
February 2023, and delegated authority to the Chief Engineer to
make further decisions relating to their implementation. This
included approval to install:
 

•               
Four bike hangars on Maygrove Road (2 locations)

•               
Two bike hangars on each of Lyndhurst Gardens, Wedderburn Road,
Loveridge Road, Iverson Road and Ariel Road (including an extension
of the existing dockless e-scooter and cycle hire
parking bay at this location)

•               
One bike hangar on each of Dornfell Street and
Glastonbury Street
 
A three week statutory Traffic Management Order (TMO)
consultation was undertaken between 16th March 2023 to 6th April
2023 regarding the introduction of the bike hangars at the above
locations and an extension of the dockless e-scooter
and cycle hire parking bay on Ariel Road. This report presents the
results of the TMO consultation and includes a summary of
objections received, Officer responses to these objections, along
with recommendations to the decision maker.
 
The proposals meet the objectives of We Make Camden by helping
create clean, vibrant, and sustainable places by providing bike
hangars and an expanded e-scooter and cycle hire parking bay which
would help to encourage residents to cycle and scoot more instead
of driving motor vehicles. This would in turn contribute to
improving air quality and lowering carbon emissions in the
borough.

Content

THAT the Chief Engineer, having considered the proposals in
relation to the objectives set out in the Camden Transport Strategy
and having due regard to the needs set out in section 149 of the
Equality Act 2010, approves the permanent installation of 16 bike
hangars at various locations, the extension of an existing
e-scooter and cycle hire parking bay on Ariel Road, and associated
parking changes at each location, as set out in Section 2 of this
report.
