Purpose

This report seeks approval from the Chief Engineer to implement
Phase 3 of the Cycle Permeability Programme at Falkland Road and
Priory Terrace. The schemes are designed to provide two-way
(contraflow) cycling facilities on roads that are one-way for motor
vehicles. A public consultation on the proposals detailed in this
report was undertaken from 16 February 2023 to 9 March 2023.
Proposals to amend existing traffic management orders were
advertised in a statutory Traffic Management Order (TMO)
consultation also undertaken from 16 February 2023 to 9 March 2023,
in parallel with the public consultation.
 
The report follows a consideration of relevant policies, data
collected during the development of the schemes, an Equalities
Impact Assessment, and full public consultations on all of the
proposals. The schemes meet the objectives of We Make Camden by
helping create clean, vibrant, and sustainable places and making it
easier for people to travel by active modes of transport, which
would help to encourage residents to cycle more instead of driving
motor vehicles. This would in turn contribute to improving air
quality and lowering carbon emissions in the borough.

Content

THAT the Chief Engineer, in consultation with the Director of
Environment and Sustainability, having considered the rationale and
criteria for the proposals in this report, having due regard to the
needs set out in section 149 of the Equality Act 2010, and subject
to compliance with relevant statutory requirements:
 
     
i.        
notes the responses received relating to the two scheme proposals
during: (1) the informal public consultation undertaken from 16
February 2023 to 9 March 2023 and (2) the statutory TMO
consultation also undertaken from 16 February 2023 to 9 March
2023;
    
ii.        
approves the recommended proposals, including where necessary the
making and implementation of the TMO amendments consulted on as
summarised in sections 2 and 7 of this report;
   
iii.        
and delegates to the Transport Design Team Manager the authority to
take any further decisions required for the implementation of the
recommended proposals.
