Procurement Strategy for Camley Street Development Partner

Purpose

This report sets out a proposed approach to the tendering of a
developer partner to work collaboratively with the Council on the
delivery of regeneration at Camley Street. Subject to contractual
negotiations, it is expected that the development partner will work
collaboratively with the Council on a planning application,
securing a 250-year leasehold to the land and paying a capital
return to the Council on satisfaction of planning, funding
viability and title conditions; and proceed to complete development
on Cedar Way, building and leasing/ selling commercial space and
private homes, and number of intermediate affordable homes.

Content

THAT the Chief Executive in consultation with the Executive
Director Supporting Communities, the Executive Director Corporate
Services, the Cabinet Member for New Homes, Jobs and Community
Investment, the Director of Environment and Sustainability, the
Head of Property and the Borough Solicitor:
 
1.            
approves the procurement strategy as set out in this report for a
Development Agreement contract to provide services to jointly
deliver a planning submission and deliver a capital return, is a
competitive dialogue procedure with an evaluation ratio of 20%
price, 10% commercial, 10% contract and 60% quality, and an
expected contract term of a minimum of 5-6 years.
2.            
agrees that procurement commences and the project proceeds to
Tollgate 02 –Contract Award.
 
THAT the Chief Executive:

delegates future decisions on the Camley Street
project to the Executive Director Supporting Communities in
consultation with the Executive Director Corporate Services, the
Cabinet Member for New Homes, Jobs and Community.
