Purpose

Six Healthy School Street (HSS) schemes were implemented as part
of Phase 4 of the HSS programme in Summer 2021. The original
schemes were implemented as 18-month trials under an Experimental
Traffic Order (ETO) which came into force on 24th June 2021. These
schemes formed part of the Council’s COVID-19 response to
enable safe travel in Camden, under delegated authority from the
Cabinet Member for a Sustainable Camden to the Director of
Environment & Sustainability and were designed to provide timed
motor vehicle restrictions and public realm/active travel changes
at the 6 scheme locations.
 
Following a three-week public consultation between 29th
September 2022 and 20th October 2022, the Director of Environment
and Sustainability approved the recommendation to make the trial
(“ETO”) elements of 5 of the 6 schemes permanent on
21st November 2022, through making of the Traffic Management Order
(TMO). This process is now complete.  New
elements of the schemes, for the installation of cycle hangars at 4
of the 5 permanent scheme locations, were subject to an entirely
new TMO consultation period, from 16th March 2023 to 6th April 2023
(as they were not part of the original trial ETO schemes). This
report presents the results of the TMO consultation, including
objections to the additional proposals and Officer responses and
recommendations. 
 
The proposals meet the objectives of We Make Camden by helping
create clean, vibrant, and sustainable places by providing cycle
hangars, which would help to encourage residents to cycle more
instead of driving motor vehicles. This would in turn contribute to
improving air quality and lowering carbon emissions in the
borough.

Content

THAT the Chief Engineer, having considered the proposals in
relation to the objectives set out in the Camden Transport Strategy
and having due regard to the needs set out in section 149 of the
Equality Act 2010, approve the permanent installation of 8 cycle
hangars and associated parking changes at 4 Healthy School Street
locations, as set out in Section 2 of this report.
