Procurement strategy for the provision of Drug and Alcohol support for rough sleepers

Purpose

This report seeks approval to procure a service to provide drug
and alcohol support specifically for rough sleepers. Camden has
received grant funding from the Office of Health Improvement and
Disparities to commission a designated drug and alcohol service for
rough sleepers on an annual basis since 2021/22. Officers have
undertaken procurement processes previously which resulted in two
quotes received for the first contract and only one quote for the
second.
 
Confirmation of final one-year funding from the Office of Health
Improvement and Disparities for 2023/24 has been received. Due to
only submission received for the current contract officers engaged
with the market to ascertain interest in a process for this final
contract. Only two responses were received from the market and the
intention is to undertake a quotation process with these two
organisations. The new 10-month contract to be put in place from 1
June 2023 will be for a value of £333,400 and as the funding
is for fixed salary costs the quotation will again be awarded on
the basis of 100% quality. Given Contract Standing Orders
requirement is to seek at least three written quotations for a
contract of this value a waiver is also requested to allow the
process to take place. Due to tight timelines the process will not
be completed in time for 31 March 2023 so a two-month extension to
the current contract from 1 April 2023 is also requested at a cost
of no more than £67,500 (based on 2 months of current
contract value).There is no impact on the Council’s general
fund from the proposals in the report.
 
The service operates in line with the key objectives of local
strategies and plans which include:

and strategic direction to make Camden a better borough; a place
where everyone has a chance to succeed and where nobody gets left
behind

•        
Camden Health and Wellbeing Strategy which sets out to reduce
alcohol related harm with a reduction in health inequalities, in
crime, disorder and offending

•        
Camden’s Rough Sleeping and Homeless Strategy (2019 –
2024) which sets out a number of priorities including a commitment
to support those experiencing the crisis of homelessness, helping
them to recover and regain their independence.
 
This report is being presented to the Director of Health and
Wellbeing, the Executive Director Corporate Services and the
Director of Finance in line with Contract Standing Orders.
 
 

Content

THAT the Director of Health and Wellbeing:
1.      
approves the procurement strategy as set out in this
report for an estimated value of no more than £333,400.
2.       approves a
two-month extension from 1 April 2023 to the current contract at a
cost of no more than £67,500.
3.      
grants a waiver to CSOs so that two written quotations
are sought rather than the three as required under C2.1 as part of
the strategy, subject to approval by the Executive Director
Corporate Services in line with CSO F3.2.
4.      
grants a waiver in order to extend the contract as set
out in Recommendation 2, subject to approval by the Director of
Finance in line with CSO F3.1.
 
THAT the Executive Director Corporate Services approves a waiver
of Contract Standing Order C2.1 further to Recommendations 1 and 3
in line with CSO F3.2.
 
THAT the Director of Finance approves a waiver to extend the
contract further to Recommendations 2 and 4 as required under CSO
E2.2 and in line with CSO F3.1.
