Conway Street TMO objections report: reinstatement of two-way traffic and minor parking changes

Purpose

This report summarises the
Traffic Management Order (TMO) and public consultation undertaken
between 2 and 23 March 2023, on proposals to reinstate two-way
traffic on Conway Street and Grafton Way and implement additional
minor parking changes.
 
A
decision was in made June 2021 to deliver a
Streatery for outdoor dining on Conway Street, outside
the Lore of the Land pub, as part of Phase 3 of the
Streatery programme, under an Experimental Traffic
Order (ETO) for an 18 month trial period. To accommodate the
outdoor dining space, both Conway Street and Grafton Way were made
one-way for motor traffic with exemptions for cyclists, and a
dockless bike/e-scooter hire bay and a green badge
disabled parking bay were relocated.
 
Following public consultation
a
decision was made in December 2022 to make the
Phase 3 Streateries permanent. The decision report
also included approval to proceed to TMO consultation on the
removal of the Streatery on Conway Street and to
reinstate Conway Street and Grafton Way to their original
layouts.
 
Following an application from a
local resident, a new dedicated blue badge parking bay on Conway
Street has been incorporated into the proposals, as well as other
minor parking changes requested during internal and ward member
consultations. 
 
 

Content

THAT the Chief Engineer, having considered the proposals in
relation to the objectives set out in Camden Transport Strategy,
having due regard to the needs set out in section 149 of the
Equality Act 2010 and subject to compliance with relevant statutory
requirements, approves the proposals set out in Section 2 of this
report.
