Purpose
This report summarises the procurement process for the provision
of two dockless bike hire operators in Camden, to
award contracts to the two winning tenderers; Lime Technology
Limited and Human Forest Limited, giving them permission to operate
in the Borough. In appointing two operators under contract, we will
be able to offer our residents and visitors a high quality,
expansive, Borough-wide cycle hire system which is an important
part of our Camden Transport Strategy, Climate Action Plan, and
Clean Air Action Plan. It will secure revenue from each operator to
enable the Council to maintain current dockless
vehicle parking infrastructure and add additional parking bay
capacity where required. The contracts will run from April 2023 for
2 years, with the option of 2 additional years to March 2027. The
contracts will provide a guaranteed income amount, plus a revenue
share percentage.
The contract award report is being presented to the Director of
Environment and Sustainability for approval in line with Contract
Standing Orders.

THAT the Director of Environment and Sustainability approves the
award of the contracts to Lime Technology Limited and Human Forest
Limited for a period of 2 years (plus up to 2 contract extensions
of 1 year each dependant on performance), to include income to the
Council through guaranteed income amounts, and percentage revenue
share.
