Purpose

This report outlines the procurement strategy for the
appointment of a specialist consultant for our new builds to lead
on the management of snagging and defects with contractors during
the defect’s liability period (DLP) and support the
mechanical and electrical (M&E) and day to day reactive repairs
teams during the transitional period over to new housing stock.
 
The successful consultant will also allow Camden’s teams
across services impacted by new build and disrepair can be
supported throughout with expert skills and knowledge, and
additionally we can look to make savings from significantly
reducing legal costs by preventing disrepair cases from going to
court.
 
The estimated contract value will be £500,000 over a
period of 24 months by way of a Mini Competition award via an
external framework, the London Housing Consortium (LHC) Consultancy
Framework, Ref Multi-Disciplinary Consultancy Services (MDC1) Lot
12. This is a multidisciplinary framework which we can call off and
will enable us to quickly and easily secure professional services
required to support our services.

THAT the Director of Property Management, Supporting Communities
approves the procurement strategy as set out in this report for an
estimated value of £500,000 for a period of 24
months  including the use of mini competition
under the London Housing Consortiums (LHC) Multi-Disciplinary
Framework Lot 12  with an evaluation criteria of
60% price and 40% quality.
