Purpose

This report seeks approval of a revised estimate contract value for the contract award to Mae Architects, who are sub-contracting dRMM Limited (architects), Make:Good Limited (engagement consultant), Civic Engineers Limited (structures, civils and transport engineering), Max Fordham LLP (Mechanical, Electrical and Plumbing (MEP) and sustainability), Studio ONB Limited (landscape and public realm), Altair (UK) Limited (development advisory), GL Hearn Limited (land valuation lead), CHP Group Limited (cost consultancy), Development & Light LLP (daylight consultancy), and OFR Consultants Limited (fire engineering). The contract is to deliver a feasibility masterplan and associated business case, identifying an outline approach for the long-term regeneration of the Regents Park Estate following a mini-competition process procured through the Greater London Authority Urbanism + Architecture Framework, Lot 8 – Architects

The contract award was previously approved by the Executive Director Investment, Place and Opportunity on 15th July 2026. The revised approval is required to ensure that the approved estimated contract value accurately reflects the contract award. The revised estimated contract value is approximately £349,519.75, with the revision to the contract value representing a small increase of £1,747. The awarded supplier, scope of services, contract duration and procurement outcome remain unchanged. This decision supersedes the previous award decision.

This report is coming to the Executive Director Investment, Place and Opportunity because following the Contract Standing Orders (CSO’s) C.4 approval must be sought by a Chief Officer.

Decision

THAT the award of the contract to Mae Architects, who are sub-contracting dRMM Limited, Make:Good Limited, Civic Engineers Limited, Max Fordham LLP, Studio ONB Limited Altair (UK) Limited, GL Hearn Limited, CHP Group Limited, Development & Light LLP, and OFR Consultants Limited, to commission a feasibility masterplan and associated business case, identifying an outline approach for the long-term regeneration of the Regents Park Estate, for a period of 12 months for the revised approximate sum of £349,519.75, be agreed.
