Purpose
This report seeks approval to award the contract for the Rough Sleeper Drug and Alcohol Service to the highest scoring provider following a Competitive Process conducted in accordance with Regulations 6(7) and 11 of the Health Care Services (Provider Selection Regime) Regulations 2023 (PSR 2023).
The service provides specialist drug and alcohol treatment and recovery support to people who are rough sleeping or at risk of rough sleeping in Camden. The service is funded through the protected Drug and Alcohol Grant allocation within the Public Health Grant.
Following the evaluation of submitted offers against the statutory Key Criteria under Regulation 11 of the Provider Selection Regime 2023, Via Community achieved the highest overall score and has been identified as submitting the Most Advantageous Offer.
The contract will commence on 1 October 2026 for an initial period of 30 months with the option to extend for a further six months at the Council's discretion. The maximum aggregate contract value is £1,874,732 inclusive of the extension period.
