Purpose

This report seeks approval to award a concession contract to Bay Media Ltd, for the provision of lamp column banner advertising, following an Open Procedure tender. The contract will commence on 1st October 2023 for a period of 5 years with two optional extension periods of 1 year.

The new contract will include both a guaranteed income and profit share arrangement and will generate income for the Council to help meet the current Medium Term Financial Strategy (MTFS) target for advertising. 365 lamp column sites have been granted planning permission for the installation of the advertising banners. The contract will allow for additional sites during the course of the contract subject to advertising consent.

The contract award report is being presented to the Executive Director Supporting Communities for approval in line with Contract Standing Orders. 

Decision

THAT the Executive Director Supporting Communities approves the award of the contract to Bay Media Ltd for a period of 5 years (plus 2 contract extensions of 1 year each) commencing on 1st October 2023.
