Purpose
This report sets out a proposed approach to the commissioning of
specialist adult Education and Training Services via the use of a
Dynamic Purchasing Vehicle (DPV) which will be set up specifically
for this purpose.
Camden’s Adult Community Learning (ACL) will lead on the
project, but it will be jointly funded with Inclusive
Economy. The DPV will be funded by two main
funding streams including the Greater London Authority for ACL and
Camden Council s106 for Inclusive Economy.
The services commissioned via the DPV will be a range of
specialised interventions in certain employment sectors with due
regard priority focussed on Camden residents facing issues of
disadvantage and disproportionality.
There will be a total of 4 Lots covering different employment
areas such as health and social care sector, hospitality and
retail, construction and green skills, STEAM, training target at
care experienced young people and residents with special
educational needs.
Interested suppliers that meet the minimum selection criteria,
will be invited to join. The DPV will re-open periodically for new
suppliers or suppliers to re-apply who failed to meet the criteria
in previous rounds. All training for both
service areas will be procured through the DPV. The DPV will be in
place for a period of four years starting from June 2024.
The maximum spend via the DPV is estimated to be £597,000
made up of funding from Adult Community Learning GLA funding of
£397,000 agreed annually and £200,000 from Inclusive
Economy (s106).
The service will operate in line with key objectives of local
strategies and plans which include: ‘We Make Camden’,
Camden’s local economy should be strong, sustainable, and
inclusive – everyone should have a secure livelihood to
support them to live a prosperous life. The service will focus on
specialist employment areas of adult training and education.
The service will also meet the strategies for the ‘Skills
for Londoners’ and the ‘London Skills Road
Map’.
This report is being submitted to the Executive Director for
Children and Learning in line with Contract Standing Orders
C3.4.
