Purpose
A consultation was held between the 19th of January and 2nd of
February 2021 for the Baynes Street Safe and Healthy
Street Scheme. The scheme proposed to restrict motor vehicles
entering/egressing from Baynes Street onto Royal
College Street (buses, emergency and refuse vehicles were to be
exempt from the restriction). This would have made
Baynes Street two-way for motor vehicles (currently
one-way westbound) and minor amendments to parking bays and
pavements. Following feedback, officers suspended the original
scheme proposals whilst reviewing the design and approach.
This report seeks approval from the Director of Environment and
Sustainability for the scheme design as consulted to be amended in
light of stakeholder feedback following the above consultation. The
amendments would not proceed with the originally proposed motor
vehicle restriction (for vehicles egressing Baynes
Street onto Royal College Street), two-way movements for motor
vehicles on Baynes Street and associated parking bay
amendments. However, further measures to improve road safety are
proposed at the junction of Baynes Street and Royal
College Street, which are outlined in this report.
Content
THAT the Director of Environment and Sustainability, in
consultation with the Cabinet Member for a Sustainable Camden:
(i) approves the
proposal not to proceed, at this stage, with the
following measures which were included in the original consultation
proposals:
(a) the motor vehicle
restriction at the junction of Baynes Street and Royal College
Street
(b) two-way vehicle
movements on Baynes Street
(c) minor parking
amendments
(d) Surfacing and Road
Marking changes at Georgiana Street junction with Royal College
Street
(ii) approves the
introduction of additional proposals to improve road safety at the
junction of Baynes Street and Royal College Street as detailed in
Section 2 of the report;
(iii) Delegates
authority to the Chief Engineer the authority to take any further
decisions relating to the detailed design and implementation of the
scheme; should it be approved.
