Purpose
This report seeks approval to extend the contract for the Routes
Off the Street Contract for the final two-year extension period
permissible under the contract.
The Routes Off the Streets (RTS) service supports people
experiencing rough sleeping and those engaged in street activity.
The RTS service delivers a 7-day a week street outreach service and
assessment hub based at the RTS Day Centre in Camden Town. RTS work
in a multi-disciplinary way to provide interventions on the street,
structured support and make appropriate referrals which diverts
individuals away from harm and enables them to access the services
they need.
The provider, Change Grow Live Services Ltd, has been
consistently performing well and supports the Council to reduce the
volume of rough sleeping and street activity, and the impact such
activity has on the community, working in line with targets set by
the Greater London Authority and central government’s
Department of Levelling Up Housing and Communities (DLUHC) and the
Camden Routes off The Street strategy.
The contract started on 1st April 2019 for an initial period of
three years, with two options to extend for a period of two-years
each. In March 2022, the contract was extended for the first
two-year period. This final extension period will allow for the
development of a procurement strategy for this service including a
review of current need and options for future funding of a
contract.
The contract extension report is being presented to the
Executive Director of Supporting Communities in consultation with
the Cabinet Member for Safer Communities for approval in line with
Contract Standing Orders
