Purpose

This report outlines the procurement approach undertaken and seeks approval to award a contract to The Hepatis C Trust for the delivery of a peer-led drug harm reduction programme within the borough.

In accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 (PSR), which came into force on 1 January 2024, local authorities are able to arrange certain health care services through a procurement approach that is proportionate and focused on securing the provider best placed to deliver improved outcomes for local populations.

Having considered the nature of the service, the identified needs of the borough, and the provider's proven expertise and track record in delivering specialist peer-led interventions, the Council has applied the Most Suitable Provider process under the PSR. This approach enables the Council to secure a high-quality, value-for-money service that aligns with local priorities, supports improved health outcomes for vulnerable residents, and contributes to the wider strategic objectives of reducing drug-related harm and health inequalities. The report therefore recommends the award of the contract to The Hepatitis C Trust.

The service will be a community-based, harm reduction service that will complement existing drug and alcohol treatment, street outreach, pharmacy and public health provision by providing low-threshold, peer-led engagement and harm reduction support and advice. This will include provision of needles and safer injecting equipment, training and provision of naloxone, safer drug use information and brief intervention, blood-borne virus prevention information and signposting to further drug and alcohol, physical, mental health and housing support.

The service, for adult Camden residents will primarily be focused on people experiencing homelessness, those living in hostels or supported accommodation, those not engaged in structured treatment services and women, particularly those facing multiple disadvantage.

The new contract will run for 12 months commencing on 1st November 2026, for a value of £150,000 and is fully funded from a grant from the Office for Health Improvements and Disparities.

This report is being presented to the Director of Health and Wellbeing in accordance with Contract Standing Orders C4.1.

Decision

THAT the award of the contract to deliver a peer-led harm reduction programme to the Hepatitis C Trust for a period of 12 months from 1st November 2026 for the sum of £150,000 be agreed.
