Purpose

This report sets out a proposed approach to the commissioning security to residents of
surrounding properties in the block by keeping vacant properties
occupied and reducing the opportunity for vandalism and
squatting.  The current contract with the
incumbent guardian company expires on 13 November 2024, and
generates concession income for the Council.
 
It is proposed to tender for 3 years contract with an optional
extension of 1 year, at an estimated value of the concession of
£ 4,800,000 excluding VAT (the services are not VAT
chargeable) in aggregate.
 
It is proposed that the new contract will include a profit share
arrangement, and is expected to generate an estimated
income of £1,700,000 over the period of 4 years (3 years plus
an optional extension of 1 year) for the Council.
 
Guardian Income does not form part of the MTFS (Medium-Term
Financial Strategy) Savings, however, there is a MTFS saving for
void loss reduction. If Guardians were not in place, the void loss
would be partially unmitigated and there would be a requirement to
pay for a security contract to secure the site.
